You're right, it demonstrates what little regard we have for others suffering, be it animal or human. Animal cruelty laws really have to tighten up and more convictions. Nothing is going to change unless consequences are attached to the offense. A guy in my neck of the woods was just sentenced to ten years for setting fire to a vets office filled with boarded animals. He should have gotten more, and he would have if I'd been the judge, but at least he has ten years, and society has a ten year reprieve from a violent psychopath
