That’s Frank Turek, he’s explained his actions to police and on his podcast, he didn’t give any hand signals to anyone’s, Charlie was like a son to him, he had nothing to do with the shooting. Frank gave him CPR and stayed at the hospital for 6/8 hours and is dealing with PTSD due to the trauma it has inflicted on him.
