they just cut down about 10 trees and trim the palms constantly but the palms are dying too so we have about five dying trees on the property and they cannot be saved.

First, why are they planting pine trees in the desert. You see those in the mountains, not in the desert. They need more water than the desert can offer. That is why you generally see them in the mountains.
