I've never heard of a jellyfish, octopus or stingray in fresh water, so I 'm doubtful that it's any of those. That being said, it does look like a stingray to me, just doesn't make sense in that setting.

Looks like a huge catfish with a big carcass possibly dead when the big catfish started feeding on it or killed it and then tried to eat whatever it is and it’s possibly dead from ingesting plastic and the catfish is trying to consume both
without knowing if its fresh or salt water its hard to know. if its salt water an ocean Sun fish grow a lot bigger than that and have the weird fin, they are also white a lot of the time
