the only way to do this is to put the opening of the bottle around the water spout and seal with your thumb and first finger. These are old school water fountains, you're just supposed to be getting a sip of water.

Fill your mouth full of water. And use that water to fill your cup. If you're the only drinking it. Or wash your hands. And create a bowl with your hand. Fill your hand bowl with water. Then, use that water to fill the cup. Or you could use your lid to transfer to your cup.
