It could’ve been done to be funny or flirty. However… It is possible that the police are on the way to an accident and having worked in refinery… You would know that any running engine has the potential of sparking fumes and starting a fire/explosion

back in the late 80's I would do that to my buddy at traffic lights. back then out bikes were kick start only. people behind him, (or me if he turned my bike off) woukd get pissed, blowing their horns, stuck at the light for another cycle. sometimes we were able to turn the bike off again just has the light turned green for the second time. I cant remember if we ever did three greens.
