I'm a Bolo Wrap instructor. it was employed accurately. only went around his waist meaning it had no affect. From ankles to mid thigh it can mobilize hus ability to run. From wrist to elbow around chest his arms would be pinned. much safer than TASER. only offers temporary restraint if done properly.
