I watched a documentary about the tall buildings. It showed how the empty floors are to allow air to circulate through it and reduce the movement of the building. If not for the empty floors the building would sway so much that people would be ill from motion sickness. I’m not a civil engineer though. Just sharing something I learned.

I have an Associates degree in Architectural Design and development. 'Fake windows' are not there to scam people with a higher floor number. They exist to create design control over vertical architecture, like wind flow and weight distribution. Having entire floors you cannot make money from is in no way a marketing technique, it's actually a huge setback for development to have to create extra square feet they can't even sell or make income from. If it was safe, I can assure you they would stuff as many units in there as they could.
