Clearly she did something where he needed to show force.Yes, there are good cops and they would have intervened and would not have accepted that behavior—at the very least, act as if he was wrong for losing control!Unfortunately, countless bad apples continue to be allowed to be on the police force. The onlookers are just as bad. They are heard laughing and not showing any real concern.
