maybe testing the automatic timer functionality, so they have to wait to see if it turns on after a minute or so, and then if it turns back off after a minute or so.. ..... then they can set it to the correct times to turn on and off.... extra 2 people were there to assist with setup of light pole. osha regulations prevent someone from lifting or carrying something that weighs too much by themselves, and for odd sized objects a third spotter is required.

do you think the government owns the light poles and power poles... even the power lines? private corporations own that!! I work for the power company... that's the responsibility of the utility companies... the only government involvement is in the regulation... the corporations all have to pay in to the government for that regulation... be informed, do your research...
