I would say the cops here gave her every chance possible to be arrested without force of any sort and that they recognized that she was mentally unstable. That they were willing to do whatever first, outside of lethal and deadly force, says a lot about their training and presence of mind in doing their jobs and to not needlessly harm this woman.
