it's not just in ohio. this problem isn't no new news to people. why record them. like seriously. what if that was someone close to you that you cared about. I highly doubt you'd like it. you have no idea what put these people in the position to decide to use drugs as a way out of certain issues they have or still deal with. if you want to do something..try to help. there are some people here n there that do want help. they just need a chance. about as bad as recording the homeless. most Hage reasons that made them homeless. why make them feel more embarrassed than they probably already are.
