I can’t tell what is going on but it looks like they are trying to get to his hands or something he’s holding in his hands? It also looks like they are having a very hard time getting to his hands or object that’s being held by his hands, need more info? Cops aren’t always good but they aren’t always bad and sometimes they block and cover situations like this because people try to record it, don’t explain the rest of the situation and then try to make them look bad. This guy is obviously pretty strong and not asleep and resisting fairly well so they don’t get his arms/hands for handcuffs or whatever object they are trying to get out of his hands.
