From what I have heard once the cops got their stuff together they decided to confront the shooter on the roof. I’m guessing they held the shot because FRIENDLIES WHERE IN THE AREA. How would you like it if the counter sniper here took his cold bore shot and shot one of the good guys. Yeah this would not be good. But once the officers confronted him he did start shooting at them the officer’s retreat and that’s when I think he took the shot to end the threat.
