Just like any reptile they go into hibernation mode and when it warms up they come out of it, however they can only stay frozen for so long and it's only this gators head that in cases in ice his body is in the water which is warmer than the outside air

IDK it is called snorkeling for a reason, only their nostrils stick out of the water during brumation. Unless all of these gators are inexperienced with cold weather and don't know how to properly do it I'd say it's AI.
