I look this up and this is what I found and yes he was awarded by the city or mayor but the child was home alone unfortunately there was no mention of why the parents weren't there. "The heroic moment when a man saved a three-year-old child from falling from an eighth-floor window. The man, identified as Sabit Shontakbaev, noticed the child hanging from the window of a residential building in Kazakhstan. Shontakbaev rushed into the building, went to the apartment below the child, climbed out the window, and pulled the child to safety. The rescue was captured on video and quickly went viral, with many people praising Shontakbaev's bravery. The child was unharmed in the incident. "
