Couldn't help but notice it was still dark & wet roads, yet there were drivers with no headlights on, adding to the unsafe condition. Ugh.

Too many people will drive by, sniff, and then say "SOMEONE SHOULD DO SOMETHING ABOUT THAT ..." Then, you have the person who says "oh gosh, that's a safety hazard", and does something about it .....
