Trump doesn't give the orders directly to the troops. The orders go thru the chain of command, beginning with Trump, to Hegseth, who then orders his generals and so forth down the chain. The troops themselves are the last to know, which can be orchestrated so that they are already performing illegal action before ever knowing what happened. Soldiers are trained to follow orders. They are not legal experts in either civilian or military law. They just follow orders and often never know their legality.
Because you say so? When did Trump ever make such a claim? When did he ever say any of that? He didn't. You need it to be true, but it's not.
