The Senate needs 60 votes to pass the bill but the Republicans have only 55 Members in the Senate. For the bill they need 60 votes which the Democratic Socialist Party Members won't give the reminder 5 Democratic Socialist Party Members vote. So therefore the Democrats deny this 14 times so Democrats are the ones.
