The mental health of the president is compromised. The president has a nuclear football. And is unstable and can't be trusted to make decisions for the world. The 25th Amendment clarifies what happens if a President is unable to serve, by establishing procedures for both presidential vacancy and disability. It outlines how a Vice President takes over if the President dies, resigns, or is removed, how a new Vice President is nominated and confirmed if that office becomes vacant, and a process for a President to temporarily transfer power to the Vice President, or for the Vice President and Cabinet to declare the President unfit, leading to a Congressional vote.
