The tip off provision is a violation of Federal enforcement. It is called Aiding and abetting fugitives. This is an illegal act by anyone who committs this Federal crime. States cannot interfear with Federal enforcement of Federal law. It has been this way ever since the Constitution was ratified over 200 years ago.
