I'm sorry but if teenagers are getting them that's not the fault of the places that are legally selling it or anything like that that is the parents who should be watching what their kids have and it's shops are selling it to kids then they should be held accountable... Kids can also hold of alcohol and pharmaceuticals yet you don't see them outlawing that....
