He was hired to be the "face" of the FAA and he was hired to "lead" the FAA much like a General in the Army. A General isn't expected to carry a rifle into combat as that's not what is position is. And this gentleman should not be expected to investigate a crash site, that's what crash site investigators are hired to do. He for all practical purposes is a General and as an Officer he is a Generalist, which knows a lot of general things but only an overview. The crash site Investigators are the Junior Officers and Enlisted personnel that do all the investigating and the "dirty work" and write up their findings and send it up the "Chain of Command" within the FAA (and the NTSB) until it reaches the top.
