Trump doesn't understand the TARIFFS.Once tariffs are imposed, the American people are the ones that will be effected.Tariffs mean you will also have to pay higher taxes on the items you buy.

Donald Trump did not understand tariffs. He thought that the companies whose goods were being imported were paying the tariffs but the tariffs actually increased costs for Americans. The money generated goes to the Federal Government. So it became like a tax. For some reason, Trump is now backing away from that policy.
