Agree with both sides in a way here. Charlie knows the numbers, but the man speaking to him said it's enforced by the government. I don't see welfare, foodstamps, or government housing being enforced, but it most definitely creates the enabling and or encourages the problem and I believe the problem will continue to grow until tough love is issued and little by little those safety nets are shrank down to those in extreme need and only provides the bare minimum. Making it more comfortable to live off of the government is the problem.

Charlie is only half right on this welfare needs to remove the policy that says that fathers can’t be in the household if receiving welfare that is a government policy and it needs to change and then a limit on the time welfare can be received needs to be limited to 2 or 3 yrs also while on welfare schooling or job training needs to be mandated to receive the benefits.
The Democrats keep you on welfare and food stamps, so they get your vote. Instead of lifting you out of poverty, they make you dependent on the government. When was the last time a democrat president did anything for blacks?
