He'd rather make it hard for the next person that comes into office since he knows he won't be there. 3 years is a long time for someone of his age and it takes 1term for apply change for good or bad but it takes 2 terms to see that change blossom. he won't get to to see the good from anything he's done. in fact when the next person comes in he will have made it so easy to see positive change and growth as a conglomerate under the next just because of how bad he has done.
