Yes but they go to ERs for simple to serious health issues, get treated and don't pay their bill. That creates higher hospital bills for everyone else. Years ago I stepped on a rusty piece of metal at a beach, I had to go to the ER to get a tetanus shot, I had no health ins, it cost me $ 400.00 and I freaking paid it!
