Yes, Black people do have more melanin than White people. This is true. But also, Black people's DNA is foundational, our skin is stronger and our skin color is genetically dominant. Black people's DNA is the oldest and most diverse genetically, and we have specific gene markers, physical traits, gene expressions and immune functions/responses, etc. So yes, there is some differences between the DNA of all races, including Black people and White people.
DNA can predict skin pigmentation (melanin levels) to a meaningful degree, but not perfectly. DNA can predict a melanin estimate, likely skin tone range (very light → very dark), relative melanin production (low / medium / high) because skin color is influenced by a known set of genes that affects Melanin type (eumelanin vs pheomelanin), how much melanin is produced, and how it’s distributed in skin cells.
