I drove semi's most of my life, and I have had loads so heavy that they will literally push you down the road. So depending on exactly how heavy those were, that speed may have been a necessary thing to maintain control. Because when a real heavy load pushes you, your wheels start sliding and at that point control is lost until the sliding becomes rolling again. scooting tires are out of control tires, rolling tires are tires in control even if it is a little fast. because if the tires are allowed to continue the slide the trailer will want to pass up the front leading to a complete out of control Jackknife truck, and that is not acceptable under any circumstance.
