my mom collected rain water when we lived in West Virginia. We washed our bodies and our hair I it. We got water from a spring to cook with.
Well back when I was a kid, my grandma had a barrel under a water spout and cut the rainwater and we heated it up and washed our hair with it. I guess it’s just the state that you live in.
In Texas we have gutters but very few because you need the rainwater to soak the ground around the foundation. Yes, we have to water our foundations. If the ground gets too dry and hard it can shift under and around the foundation.
