What a lot of people forget is, if you see somebody committing a crime.You can legally detain them even as a civilian.It's called a citizen's arrest

Clearly, the man is delivering what looks like an order of pizzas to the store. And if you could’ve listened in at the end of it, he’s asking for them to pay him.
