If you refuse to take the change, his bill is paid in full. This is legal tender which means it is honey. You refused to take it at that point. He no longer has a bill with you. Look it up by law, you have to take it.
money is money regardless if it's paper or metal if they don't accept it and a lot of cases the debt is paid in full in a court of law
Every country most likely has laws about whether public/private businesses HAVE to accept coins as payment or not. Listening to the information being provided by the employees may be helpful... As well as looking up the laws themselves.But either way, it's not the worker's/employee's fault that someone is upset enough to try to pay with coins.

Where I understand his frustration most places you pay fines. Will not accept cash due to the higher risk of robbery due dealing with law breakers. So there for the government either here or anywhere else requires a money order of some kind so they have no cash on site. This is not because they are lazy and trying to make their job easier, it is to make their job safer for everyone involved.
