How many people have been in front of a large city meeting? Please raise your hands and be counted. When you appear for a meeting like this, it's for a specific reason that is ON THE AGENDA as there may be all kinds of business to be covered. If it is a singular specific hot-button topic it is publicized usually for weeks or months prior to that meeting. So far I have not been to one that doesn't specify the topic(s) and expected behavior and often have to acknowledge the rules by signing your request to be heard.
