How many people have been in front of a large city meeting? Please raise your hands and be counted. When you appear for a meeting like this, it's for a specific reason that is ON THE AGENDA as there may be all kinds of business to be covered. If it is a singular specific hot-button topic it is publicized usually for weeks or months prior to that meeting. So far I have not been to one that doesn't specify the topic(s) and expected behavior and often have to acknowledge the rules by signing your request to be heard. That is not the beginning of her rant and her behavior is "lacking". BYE BYE!

ive seen people in meetings like this and usually when a person starts to say something the table dont want to hear they stop them and say its personal attacks and insighting violence when you are address the table in reference to someone at the table.. they do that to stop others in the public from hearing it and stop them so it does not become a point of record.. it speech that you dont want to hear that needs protected because then no one of power would have to hear their short comings and the citizens dont hear it so no one else comes forward to out cast a bad actor that maybe on the table or bourd .. either way if the complainant has a issue and dont say anything that will lead to them or someone esle to get hurt the complainant should be aloud to talk and address the table / bourd..
