I’ve saved to many dogs in Philly. One was a big boy (pitbull) and he was the sweetest thing ever. I didn’t care I walked right up to him and that’s it. He was in the paper a week later trying to be adopted.
in my opinion you got to close unnecessarily and he was looking at you. I would just try to say further away and walk with confidence
