how do you get the cable thru to tie the tire on it??
and the tire through..??
they leave a chain in it, so when it clogs, they just attach a tire to one end and attach the other end to the tractor. when its cleared, they put the chain back in there for next time.

I think I know, after each cleaning , the chian is left in place in the ditch through the covert at all times because it’s a problem area

Once the culvert is cleared, they probably leave the chain inside so they can easily clear it again next time.
