It’s called a Kugel, and consists of a sphere sitting in a precisely shaped socket(if the power goes out it is secured in this socket) water is pumped through a narrow annular gap between the ball and its socket, the water forms a very thin film(thinner than a credit card) and lubricates the contact area called hydrostatic bearing. Essentially a liquid ball bearing. This thin film supports the weight of the sphere and reduces friction. Pressurized water flows between the sphere and its socket, creating a hydrostatic bearing that is nearly frictionless allowing the sphere which can weigh thousands of pounds, to be spun by hand. The water is recycled over and over, the only loss would be due to evaporation, so refilling as necessary probably once or twice a month depending on the size of basin.

I played with the one in Gatlinburg, TN and it is cool as shit. It's a 3 ton ball of granite that floats on just a couple of pounds of pressure from the water pump, yet will easily roll at a slight push.
