The guy was obviously having mental health issues. But I don't feel sorry for people who are making repeated bad CHOICES and then play victim. However, the police officers shown in the video should all be arrested. They all saw him hanging himself and did nothing to stop him. They are useless. And I believe when refusing to do their jobs it's against the oath to protect and serve.
If he's in prison, Rikers Island at that, he's no child and he's not innocent.
