Why?
Most dust devils, even larger ones like this one, do not usually generate enough energy or uplift like a tornado to pick someone up & throw them. Let alone not being able to lift a grown man in general. However, from personal experience, part of my youth I grew up in the high deserts of Nevada & California. We would see dust devils like this pretty often, really. I was about 9 yrs old, riding my bike with my cousin around a bunch of storage units when one of these big boys swept through on a windy day unexpectedly. I didn't even see it coming. It literally knocked me off my bike, lifting me just enough to land me on my ass next to one of the units by the front office. I remember sitting there thinking wtf half laughing & half confused & shocked as the dust devil went across the street then faded away.
