Those are called "flash floods".. Normally happen in areas with mountains/hills/hollows.. If they got 4-6"of rain in a hour, or at least here, it will raise stream levels 100x.. Talking 2000gpm to 200,000gpm. Depending on width and flow, it will overflow banks easily. 1ft per second is calm.. 2.5fps is a little rough.. A 8-10fps is a waterfall. I fell in a stream that was a 8fps. I washed me downstream 20ft in 2.5 seconds. Water will always win!
