By law a person is not obligated to tell you because it falls under their healthcare I guess which is considered personal and private. Personally respect the rights of people to be trans. if you feel you are a man or woman in the wrong body and want to change that, you have to the right. But that said tho I think a person really has an obligation to explain this to a partner, especially a sexual partner. This is something that can affect the other person on a deep n personal level
