I think the cop actually saw the dude get out and run into the building, but seeing a bystander, they asses was so mad that their slow and cant catch the actual dude, they decided to target the dude filming instead because you know, most cops arent that athletic and dont care to gain at least a little cardio for stuff like this. So in conclusion, the cop is just a mad fat ass cause he cant catch anybody.
