I wouldn't have tried to scoot past the cops, but they should have been concerned that children are stranded at a bus stop unattended. They could/should have either agreed to send an officer to sit with the children until they could open the road, or allowed her to go and if they thought it was that necessary they could have given her a ticket. The kids could get snatched or hit by a car. Mom was concerned.
