I've witnessed 2 high-speed chases. 1 ended the perp getting pitted and arrested at gunpoint, the other ended when the perp kid tboned my truck on a stolen motorcycle. Probably a lot higher than 1%.

Using a spike strip basically straight across from oncoming traffic with the vehicle traveling at those speeds? Horribly irresponsible of the police as it could have easily resulted in a head on collision with cars parked at the light.

I got news for you cops like it when you run they love to chase people. We had a cop here who even admitted it that he liked when people run cuz he likes to chase them. He ended up killing somebody and then his brother ended up killing somebody chasing them. They were chasing them down a two-lane highway and he was only chasing him because his license were suspended. The other one chased a shoplifter down narrow country roads. Unless someone's life is in danger inside of the car they shouldn't be chasing them
