They hit him on purpose because he was getting ready to run and they knew it so they stopped it. I love the comments on how everyone thinks they know what's going on. no one knows who the dude running is or what he did. it could be a number of things. a car jacking, murder suspect, or stole a candy bar. cop probably saw his door open to run or if he had a weapon could of opened fire on the officer. so the cop probably saw an opportunity to hit the car and take the suspect down to give them time to get on him. regardless, we don't know what's going on
