Older than dirt here: We wore dresses that short in the late ‘60’s and early ‘70’s. Sometimes the dresses came with matching short-shorts or panties/bloomers (to be worn over actual panties). Nobody thought anything about it since mini-skirts had been around for years. Also we frequently wore pantyhose which also covered the problem area. If my extremely conservative mother was cool with it, nothing intimate was showing. I won’t get started on bra versus braless.
