I'm guessing airsoft....but either way if it was real and full auto yes you can own one in America and y not? there's so many checks on registered full autos nit counting the price tag is unbelievable especially a m249 saw . he doesn't need a reason to own it ....it's just unbelievably fun and awesome defense. we have a second amendment that isn't meant to be changed period. you ou can even buy semi automatic m249s with a normal background check. still pretty expensive though same with the ammunition. gotta love this country
