No ... it's a sniper rifle, it's meant to hit targets 1500k to 2000k yards away and if need be can penetrate light armor to kill any protection it may offer. It was designed specifically with snipers in mind ... Oh and at the distances we're talking about, enemy personnel... won't hear where the rounds originate from or at what distance. Only trained anti-sniper teams can protect against an enemy sniper armed with that weapon - like a Marine Or Army Sniper.
