Looks like a certain group of people at the food shelf it my apartment trying to grab over others and sneak more than the allowed amount. Everyone gets a turn before you can go back in the line to get more. New people get to go first. They should've taken the plastic off it will need to be cleaned up as it's litter and possibly a choking hazard for other animals.
