Both. First of all, he was wrong , the typical “she asked for it” it was a sarcastic low class move, putting the money in her waist. But if you don’t want that kind of reaction from ignorant people be a little more selective and how you look. Her jeans being unzipped and pulled down was really not the best choice while using public transportation.
