The man deserved to be tased, but when he fell over and tried to rip the taser prongs off of his OWN body, the cop decided to start hitting him with a WEAPON (cuffs are considered weapons when you use them as one), but by that point the man wasn’t hitting when he was down, until the cop decided to start hitting him instead of properly detaining him.
